<?php  mysqli_report(MYSQLI_REPORT_STRICT) ?>
was not enough for me to enable exception throwing. I had to write this:
<?php mysqli_report(MYSQLI_REPORT_ERROR | MYSQLI_REPORT_STRICT); ?>
